GERMANICUS'S THIRD YEAR OF WAS AGAINST THE GERMANS was more successful even than the first two. He had worked out a new plan of campaign, by which he would take the Germans by surprise and save his men a lot of dangerous and weary marching. Here he would anchor his transports on the near bank, except for a few which would serve for making a pontoon bridge.
